The Kongresssaal (congress hall) is the original
setting in the former palace of the Secret Court Chancellery (now Austria's
Federal Chancellery) where the opening of the Congress of Vienna took place
on 18 September 1814. The commemorative act will be broadcasted to Hörsaal 33
(HS 33).

The
Congress of Vienna and the century of Europe. A global history approach
The key note takes a global
view of the Congress, but focused particularly on Europe. It asks the
question: How did the Congress of Vienna contribute to making the 19th
century the century of Europe? Never before or after was Europe positioned
so much at the centre of global events as in the 19th century. What part
did the Congress of Vienna play in this? A simple question, to which I
would give a simple answer: The Congress of Vienna created the conditions
for this century of Europe, because it enabled an international order where
the political power struggle between the great powers of Europe would no
longer be played out through a large-scale pan-European war.
The reasons why avoiding a
major war in Europe led to the global dominance of European states are
extremely complex. Presented here is a simple answer, comprising a
multifaceted set of reasons. Some of these are discussed in the lecture.
Conflict management, which the Congress of Vienna introduced into
international politics, will be the key focus.

La intervención especial
del ex Presidente de la República Dominica, Dr. Leonel Fernández Reyna,
estará dedicada al tema del Congreso de Viena de 1814 y 1815 visto desde la
perspectiva actual. Se referirá a este primer intento de varios países
europeos para remodelar e influir a largo plazo, a partir de nuevas
normativas y regulaciones, en las relaciones internacionales, con el
propósito de garantizar la estabilidad política, cuya importancia ha tenido
repercusiones que llegan hasta el presente. Desde su experiencia como estadista,
abundará en sus consideraciones sobre los problemas del mundo de hoy, con
énfasis en la situación económica y financiera internacional.

Perspectives
on the Vienna Congress
With the growing interest in global
history the Congress of Vienna has been rethought too. But is this interest
in the global dimensions of the Congress completely new? The key note will
address the development of historiography and the shifts in focus. Since
the Congress has always been interpreted in relation to the French
Revolution and to the Napoleonic wars it is evident that the topic of
changing world orders has been at the centre of many narratives. But how to
define and analyze a world order remained and remains even today a disputed
topic. With the new interest in the global 19th century and in the role of
international treaties and organizations for world orders the Congress of
Vienna and the resulting Holy Alliance move more to the centre of attention
than ever before. This shift has opened the field of interpretations to
many categories now in use for the understanding of current global
developments. This invites to rethink the actuality of the Congress of
Vienna as well as the dangers of anachronistic readings of a historical
event as blueprint for current affairs only.
